The fourth committee of the United Nations, Special Political and Decolonization, known as SPECPOL focuses on a wide range of issues that varies from peacekeeping operations to review of special political missions. Western Sahara, a former Spanish colony with a population of 550 thousand has been the subject of a long-running territorial dispute between Morocco and its indigenous Saharawi people. The United Nations arranged a truce in 1991 with the promise of a referendum on independence which has yet to take place.
